The allocation of confidential and intelligence funds for the Office of the President (OP) supports national security, peace and order, and the protection of Filipinos, Bataan 2nd District Representative and House Appropriations Committee Senior Vice-chair Albert Garcia said during the House Plenary deliberation on the 2027 General Appropriations Bill.
Garcia, who sponsored the 2027 budget for OP, said the funds are intended to help safeguard the Filipino people and are subject to audit by the Commission on Audit (COA) in accordance with existing guidelines on the use of the funds.
“Bottom line, yung intelligence fund po is for national security and confidential funds, for peace and order,” Garcia said.
The bill sponsor said the funds support measures aimed at ensuring the safety and security of around 115 million Filipinos.
Garcia said the allocation represents only a small portion of the proposed national budget for 2027.
During his interpellation, Rep. Edgar “Egay” Erice (Kalookan 2nd District) said the CIF for the Office of the President was justified in view of the concerns over the West Philippine Sea.
Garcia also cited the COA’s unmodified opinion on the Office of the President, which he said reflects the agency’s compliance with government auditing requirements.
The bill sponsor maintained that the allocation for the Office of the President is justified by the need to fund national security and peace-and-order measures, emphasizing that these resources are intended to protect the Filipino people and support the government’s security functions. | PND
